In US we go for very terse headlines like
"Hu's Hiway hub bub"

It's as good as many. I'd add an 's', Ori. And in headlines articles are often dropped.

However, your explaination has further confused me.
Would you mind explain "Hu's Hiway hub bub" word by word?
For example, the word "bub" refers to "little brother; little guy" in America, but it looks more a teasing rather than a decent improvement in English.

But "Hu's Hiway hub bub" goes for "Hu's Highway Tumult".

It doesn't matter that FM makes a joke. What matters is that his headline has obviously made a mistake: It is subway (tumult), not highway one. He failed to convey his humor.

I don't think he understood that you wanted editing of your headline, and was giving an example of the kind of brevity that makes up most headlines here.

I'd do something like the following for your headline:

Jintao to Survey Metro Traffic Conditions
