Most likely. Unfortunately a fish displaying those symptoms will usually die shortly.

You might want to try a local pet store if you want to try to save it, but it's usually a lost cause, and I would just separate it from other fish and wish it luck if I were you.

I doubt that a vet will even look at a goldfish.

A vet probably wouldn't and would probably be too expensive anyway, but a local pet store that sells fish will sometimes do things like help you test your water, and find out what is causing this kind of thing.

The poor soul has probably expired by now.
Do you check the water quality and or filter the Water?
What did you feed the critter?
