The figures of sales of private cars are expected to stand at 1.5 million in 2010, then it will double by the year 2013, followed by a plummet to 2.5 million in 2014.
As "plummet" is a noun in the sentence, can it be followed by "to" here?

It sounds right to me. But I'm not certain of the grammatical rules, so maybe someone else can confirm it.

Do the coloured words suggest a mistake? They should.

Omitting the word "to" would be a mistake.

A plummet to 2.5 million

A climb to 4 million
