I agree with FreeDuct, if anything was known to be worst than torture [i.e. Arson, Blackmail, Abduction etc] they wouldn't take trouble torturing people and getting all the bad press.

Torturing is a desperate and despicable act of desperate and despicable people.

I would say to knowingly spread false claims simply for the pursuit of control or monetary gains.
