goldfish eggs

I would imagine the best thing to do is just leave it to be. If nature intended for this bweing to be in a sac like this, then let it be. It should survive.

However i dont have much knowledge about how to deal with it if they are domesticated (in a tank). Personally i would just leave it, the eggs should develop. However dont be alarmed if some disappear i seem to recall reading they compete for life.
