Possibly no difference; possibly a great difference. Since you do not give any context or examples it is impossible to answer.

DOUBLE IDENTITY by Margaret Peterson Haddix

I read the synopsis of a novel by M.P. It gives me the impression that in her book Double Identity involves a real identity and an unreal one.

“At Charter Schools, a Dual Identity” from The New York Times

From reading this article I guess Dual Identity means the children of African descent, but also they are Americans.

I am not sure if my understanding is correct or not.

Dual and double would be interchangeable in the examples you quoted. They mean the same thing.
