If the name is unusual enough, you might be able to use something like zabasearch.com. I've found friends there because it shows birth month and year so that you can narrow the search down quickly. Beyond a simple search like that, it really depends on what info you have. Useful things to look for are birth date, SSN, any known previous address, etc.

take a trip down to your local social security office, and if you have information like who his parents are/were, his social security number they will forward a letter from you to him. Have you ever met him?
