I have no high opinion of the congressional look at the Bush administration and the Iraq intelligence. However, the Bush administration and perhaps even some in congress including democrats (I blame them just as much) did ignore doubts of the intelligence community of the presence of stockpiles of WMD before the war as as ignoring intelligence on what they would face once having removed Saddam Hussein. As for what the previous administration said, they were wrong.

Former weapons inspector David Kay now says Iraq probably did not have WMD before the war, a major blow to the Bush Administration which used the WMD argument as the rationale for war. Unfortunately, Kay and the Administration are now attempting to shift the blame for misleading America onto the intelligence community. But a review of the facts shows the intelligence community repeatedly warned the Bush Administration about the weakness of its case, but was circumvented, overruled, and ignored. The following is year-by-year timeline of those warnings.

In 2001 and before, intelligence agencies noted that Saddam Hussein was effectively contained after the Gulf War. In fact, former weapons inspector David Kay now admits that the previous policy of containment " including the 1998 bombing of Iraq " destroyed any remaining infrastructure of potential WMD programs.

OCTOBER 8, 1997 " IAEA SAYS IRAQ FREE OF NUCLEAR WEAPONS: "As reported in detail in the progress report dated 8 October 1997��?and based on all credible information available to date, the IAEA's verification activities in Iraq, have resulted in the evolution of a technically coherent picture of Iraq's clandestine nuclear programme. These verification activities have revealed no indications that Iraq had achieved its programme objective of producing nuclear weapons or that Iraq had produced more than a few grams of weapon-usable nuclear material or had clandestinely acquired such material. Furthermore, there are no indications that there remains in Iraq any physical capability for t he production of weapon-usable nuclear material of any practical significance." FEBRUARY 23 & 24, 2001 " COLIN POWELL SAYS IRAQ IS CONTAINED: "I think we ought to declare [the containment policy] a success. We have kept him contained, kept him in his box." SEPTEMBER 16, 2001 " CHENEY ACKNOWLEDGES IRAQ IS CONTAINED: Vice President Dick Cheney said that "Saddam Hussein is bottled up" " a confirmation of the intelligence he had received. [Source: Meet the Press, 9/16/2001]

SEPTEMBER 2001 " WHITE HOUSE CREATES OFFICE TO CIRCUMVENT INTEL AGENCIES: The Pentagon creates the Office of Special Plans "in order to find evidence of what Wolfowitz and his boss, Defense Secretary Donald Rumsfeld, believed to be true-that Saddam Hussein had close ties to Al Qaeda, and that Iraq had an enormous arsenal of chemical, biological, and possibly even nuclear weapons that threatened the region and, potentially, the United States��?The rising influence of the Office of Special Plans was accompanied by a decline in the influence of the c=I.A. and the D.I.A. bringing about a crucial change of direction in the American intelligence community." The office, hand-picked by the Administration, specifically "cherry-picked intelligence that supported its pre-existing position and ignoring all the rest" while officials deliberately "bypassed the government's customary procedures for vetting intelligence." Throughout 2002, the CIA, DIA, Department of Energy and United Nations all warned the Bush Administration that its selective use of intelligence was painting a weak WMD case. Those warnings were repeatedly ignored.

JANUARY, 2002 " TENET DOES NOT MENTION IRAQ IN NUCLEAR THREAT REPORT: "In CIA Director George Tenet's January 2002 review of global weapons-technology proliferation, he did not even mention a nuclear threat from Iraq, though he did warn of one from North Korea." [Source: The New Republic, 6/30/03]

FEBRUARY 6, 2002 " CIA SAYS IRAQ HAS NOT PROVIDED WMD TO TERRORISTS: "The Central Intelligence Agency has no evidence that Iraq has engaged in terrorist operations against the United States in nearly a decade, and the agency is also convinced that President Saddam Hussein has not provided chemical or biological weapons to Al Qaeda or related terrorist groups, according to several American intelligence officials." APRIL 15, 2002 " WOLFOWITZ ANGERED AT CIA FOR NOT UNDERMINING U.N. REPORT: After receiving a CIA report that concluded that Hans Blix had conducted inspections of Iraq's declared nuclear power plants "fully within the parameters he could operate" when Blix was head of the international agency responsible for these inspections prior to the Gulf War, a report indicated that "Wolfowitz ‘hit the ceiling’ because the CIA failed to provide sufficient ammunition to undermine Blix and, by association, the new U.N. weapons inspection program." SUMMER, 2002 " CIA WARNINGS TO WHITE HOUSE EXPOSED: "In the late summer of 2002, Sen. Graham had requested from Tenet an analysis of the Iraqi threat. According to knowledgeable sources, he received a 25-page classified response reflecting the balanced view that had prevailed earlier among the intelligence agencies--noting, for example, that evidence of an Iraqi nuclear program or a link to Al Qaeda was inconclusive. Early that September, the committee also received the DIA's classified analysis, which reflected the same cautious assessments. But committee members became worried when, midway through the month, they received a new CIA analysis of the threat that highlighted the Bush administration's claims and consigned skepticism to footnotes." SEPTEMBER, 2002 " DIA TELLS WHITE HOUSE NO EVIDENCE OF CHEMICAL WEAPONS: "An unclassified excerpt of a 2002 Defense Intelligence Agency study on Iraq's chemical warfare program in which it stated that there is ‘no reliable information on whether Iraq is producing and stockpiling chemical weapons, or where Iraq has - or will - establish its chemical warfare agent production facilities.’" The report also said, "A substantial amount of Iraq's chemical warfare agents, precursors, munitions, and production equipment were destroyed between 1991 and 1998 as a result of Operation Desert Storm and UNSCOM (United Nations Special Commission) actions." SEPTEMBER 20, 2002 " DEPT. OF ENERGY TELLS WHITE HOUSE OF NUKE DOUBTS: "Doubts about the quality of some of the evidence that the United States is using to make its case that Iraq is trying to build a nuclear bomb emerged Thursday. While National Security Adviser Condi Rice stated on 9/8 that imported aluminum tubes ‘are only really suited for nuclear weapons programs, centrifuge programs’ a growing number of experts say that the administration has not presented convincing evidence that the tubes were intended for use in uranium enrichment rather than for artillery rocket tubes or other uses. Former U.N. weapons inspector David Albright said he found significant disagreement among scientists within the Department of Energy and other agencies about the certainty of the evidence." OCTOBER 2002 " CIA DIRECTLY WARNS WHITE HOUSE: "The CIA sent two memos to the White House in October voicing strong doubts about a claim President Bush made three months later in the State of the Union address that Iraq was trying to buy nuclear materials in Africa." OCTOBER 2002 " STATE DEPT. WARNS WHITE HOUSE ON NUKE CHARGES: The State Department’s Intelligence and Research Department dissented from the conclusion in the National Intelligence Estimate on Iraq’s WMD capabilities that Iraq was reconstituting its nuclear weapons program. "The activities we have detected do not ... add up to a compelling case that Iraq is currently pursuing what INR would consider to be an integrated and comprehensive approach to acquiring nuclear weapons." INR accepted the judgment by Energy Department technical experts that aluminum tubes Iraq was seeking to acquire, which was the central basis for the conclusion that Iraq was reconstituting its nuclear weapons program, were ill-suited to build centrifuges for enriching uranium. OCTOBER 2002 " AIR FORCE WARNS WHITE HOUSE: "The government organization most knowledgeable about the United States' UAV program -- the Air Force's National Air and Space Intelligence Center -- had sharply disputed the notion that Iraq's UAVs were being designed as attack weapons" " a WMD claim President Bush used in his October 7 speech on Iraqi WMD, just three days before the congressional vote authorizing the president to use force. Instead of listening to the repeated warnings from the intelligence community, intelligence officials say the White House instead pressured them to conform their reports to fit a pre-determined policy. Meanwhile, more evidence from international institutions poured in that the White House’s claims were not well-grounded.

LATE 2002-EARLY 2003 " CHENEY PRESSURES CIA TO CHANGE INTELLIGENCE: "Vice President Dick Cheney's repeated trips to CIA headquarters in the run-up to the war for unusual, face-to-face sessions with intelligence analysts poring over Iraqi data. The pressure on the intelligence community to document the administration's claims that the Iraqi regime had ties to al-Qaida and was pursuing a nuclear weapons capacity was ‘unremitting,’ said former CIA counterterrorism chief Vince Cannistraro, echoing several other intelligence veterans interviewed." Additionally, CIA officials "charged that the hard-liners in the Defense Department and vice president's office had 'pressured' agency analysts to paint a dire picture of Saddam's capabilities and intentions." JANUARY, 2003 " STATE DEPT. INTEL BUREAU REITERATE WARNING TO POWELL: "The Bureau of Intelligence and Research (INR), the State Department's in-house analysis unit, and nuclear experts at the Department of Energy are understood to have explicitly warned Secretary of State Colin Powell during the preparation of his speech that the evidence was questionable. The Bureau reiterated to Mr. Powell during the preparation of his February speech that its analysts were not persuaded that the aluminum tubes the Administration was citing could be used in centrifuges to enrich uranium." FEBRUARY 14, 2003 " UN WARNS WHITE HOUSE THAT NO WMD HAVE BEEN FOUND: "In their third progress report since U.N. Security Council Resolution 1441 was passed in November, inspectors told the council they had not found any weapons of mass destruction." Weapons inspector Hans Blix told the U.N. Security Council they had been unable to find any WMD in Iraq and that more time was needed for inspections. [Source: CNN, 2/14/03]

FEBRUARY 15, 2003 " IAEA WARNS WHITE HOUSE NO NUCLEAR EVIDENCE: The head of the IAEA told the U.N. in February that "We have to date found no evidence of ongoing prohibited nuclear or nuclear-related activities in Iraq." The IAEA examined "2,000 pages of documents seized Jan. 16 from an Iraqi scientist's home -- evidence, the Americans said, that the Iraqi regime was hiding government documents in private homes. The documents, including some marked classified, appear to be the scientist's personal files." However, "the documents, which contained information about the use of laser technology to enrich uranium, refer to activities and sites known to the IAEA and do not change the agency's conclusions about Iraq's laser enrichment program." FEBURARY 24, 2003 " CIA WARNS WHITE HOUSE ‘NO DIRECT EVIDENCE’ OF WMD: "A CIA report on proliferation released this week says the intelligence community has no ‘direct evidence’ that Iraq has succeeded in reconstituting its biological, chemical, nuclear or long-range missile programs in the two years since U.N. weapons inspectors left and U.S. planes bombed Iraqi facilities. ‘We do not have any direct evidence that Iraq has used the period since Desert Fox to reconstitute its Weapons of Mass Destruction programs,’ said the agency in its semi-annual report on proliferation activities." MARCH 7, 2003 " IAEA REITERATES TO WHITE HOUSE NO EVIDENCE OF NUKES: IAEA Director Mohamed ElBaradei said nuclear experts have found "no indication" that Iraq has tried to import high-strength aluminum tubes or specialized ring magnets for centrifuge enrichment of uranium. For months, American officials had "cited Iraq's importation of these tubes as evidence that Mr. Hussein's scientists have been seeking to develop a nuclear capability." ElBaradei also noted said "the IAEA has concluded, with the concurrence of outside experts, that documents which formed the basis for the [President Bush’s assertion] of recent uranium transactions between Iraq and Niger are in fact not authentic." MAY 30, 2003 " INTEL PROFESSIONALS ADMIT THEY WERE PRESSURED: "A growing number of U.S. national security professionals are accusing the Bush administration of slanting the facts and hijacking the $30 billion intelligence apparatus to justify its rush to war in Iraq . A key target is a four-person Pentagon team that reviewed material gathered by other intelligence outfits for any missed bits that might have tied Iraqi President Saddam Hussein to banned weapons or terrorist groups. This team, self-mockingly called the Cabal, 'cherry-picked the intelligence stream' in a bid to portray Iraq as an imminent threat, said Patrick Lang, a official at the Defense Intelligence Agency (DIA). The DIA was "exploited and abused and bypassed in the process of making the case for war in Iraq based on the presence of WMD," or weapons of mass destruction, he said. JUNE 6, 2003 " INTELLIGENCE HISTORIAN SAYS INTEL WAS HYPED: "The CIA bowed to Bush administration pressure to hype the threat of Saddam Hussein's weapons programs ahead of the U.S.-led war in Iraq , a leading national security historian concluded in a detailed study of the spy agency's public pronouncements." THE STRUGGLE FOR IRAQ: PLANNING; State Dept. Study Foresaw Trouble Now Plaguing Iraq

yearlong State Department study predicted many of the problems that have plagued the American-led occupation of Iraq, according to internal State Department documents and interviews with administration and Congressional officials.

Beginning in April 2002, the State Department project assembled more than 200 Iraqi lawyers, engineers, business people and other experts into 17 working groups to study topics ranging from creating a new justice system to reorganizing the military to revamping the economy.

Their findings included a much more dire assessment of Iraq's dilapidated electrical and water systems than many Pentagon officials assumed. They warned of a society so brutalized by Saddam Hussein's rule that many Iraqis might react coolly to Americans' notion of quickly rebuilding civil society.

Several officials said that many of the findings in the $5 million study were ignored by Pentagon officials until recently, although the Pentagon said they took the findings into account. The work is now being relied on heavily as occupation forces struggle to impose stability in Iraq.

The working group studying transitional justice was eerily prescient in forecasting the widespread looting in the aftermath of the fall of Mr. Hussein's government, caused in part by thousands of criminals set free from prison, and it recommended force to prevent the chaos.

''The period immediately after regime change might offer these criminals the opportunity to engage in acts of killing, plunder and looting,'' the report warned, urging American officials to ''organize military patrols by coalition forces in all major cities to prevent lawlessness, especially against vital utilities and key government facilities.''

Despite the scope of the project, the military office initially charged with rebuilding Iraq did not learn of it until a major government drill for the postwar mission was held in Washington in late February, less than a month before the conflict began, said Ron Adams, the office's deputy director.

The man overseeing the planning, Tom Warrick, a State Department official, so impressed aides to Jay Garner, a retired Army lieutenant general heading the military's reconstruction office, that they recruited Mr. Warrick to join their team.

George Ward, an aide to General Garner, said the reconstruction office wanted to use Mr. Warrick's knowledge because ''we had few experts on Iraq on the staff.''

But top Pentagon officials blocked Mr. Warrick's appointment, and much of the project's work was shelved, State Department officials said. Mr. Warrick declined to be interviewed for this article.

The Defense Department, which had the lead role for planning postwar operations and reconstruction in Iraq, denied that it had shunned the State Department planning effort.

''It is flatly wrong to say this work was ignored,'' said the Pentagon spokesman Larry Di Rita. ''It was good work. It was taken into account. It had some influence on people's thinking and it was a valuable contribution.''

The broad outlines of the work, called the Future of Iraq Project, have been widely known, but new details emerged this week after the State Department sent Congress the project's 13 volumes of reports and supporting documents, which several House and Senate committees had requested weeks ago.

The documents are unclassified but labeled ''official use only,'' and were not intended for public distribution, officials said. But Congressional officials from both parties allowed The New York Times to review the volumes, totaling more than 2,000 pages, revealing previously unknown details behind the planning.

Administration officials say there was postwar planning at several government agencies, but much of the work at any one agency was largely disconnected from that at others.

In the end, the American military and civilian officials who first entered Iraq prepared for several possible problems: numerous fires in the oil fields, a massive humanitarian crisis, widespread revenge attacks against former leaders of Mr. Hussein's government and threats from Iraq's neighbors. In fact, none of those problems occurred to any great degree.

Officials acknowledge that the United States was not well prepared for what did occur: chiefly widespread looting and related security threats, even though the State Department study predicted them.[/b]
Senior said the Pentagon squandered a chance to anticipate more of the postwar pitfalls by not fully incorporating the State Department information.

''Had we done more work and more of a commitment at the front end, there would be drastically different results now,'' said Senator Joseph R. Biden Jr. of Delaware, the senior Democrat on the Foreign Relations Committee.

Testifying before the Senate Foreign Relations Committee on Feb. 11, Marc Grossman, the under secretary of state for political affairs, said the working groups were ''not to have an academic discussion but to consider thoughts and plans for what can be done immediately.''

But some senior Pentagon officials, speaking on the condition of anonymity, said that while some of the project's work was well done, much of it was superficial and too academic to be practical.

''It was mostly ignored,'' said one senior defense official. ''State has good ideas and a feel for the political landscape, but they're bad at implementing anything. Defense, on the other hand, is excellent at logistical stuff, but has blinders when it comes to policy. We needed to blend these two together.''

A review of the work shows a wide range of quality and industriousness. For example, the transitional justice working group, made up of Iraqi judges, law professors and legal experts, has met four times and drafted more than 600 pages of proposed reforms in the Iraqi criminal code, civil code, nationality laws and military procedure. Other working groups, however, met only once and produced slim reports or none at all.

''There was a wealth of information in the working group if someone had just collated and used it,'' said Nasreen Barwari, who served on the economy working group and is now the Iraqi minister of public works. ''What they did seems to have been a one-sided opinion.''

Many of the working groups offered long-term recommendations as well as short-term fixes to potential problems.

The group studying defense policy and institutions expected problems if the Iraqi Army was disbanded quickly -- a step L. Paul Bremer III, the chief American civil administrator in Iraq, took. The working group recommended that jobs be found for demobilized troops to avoid having them turn against allied forces as some are believed to have done.

After special security organizations that ensured Mr. Hussein's grip on power were abolished, the working group recommended halving the 400,000-member military over time and reorganizing Iraqi special forces to become peacekeeping troops, as well as counterdrug and counterterrorism forces. Under the plan, military intelligence units would help American troops root out terrorists infiltrating postwar Iraq.

''The Iraqi armed forces and the army should be rebuilt according to the tenets and programs of democratic life,'' one working group member recommended.

The democratic principles working group wrestled with myriad complicated issues from reinvigorating a dormant political system to forming special tribunals for trying war criminals to laying out principles of a new Iraqi bill of rights.

It declared the thorny question of the relationship between that secular state and Islamic religion one ''only the people of Iraq can decide,'' and avoided a recommendation on it.

Members of this working group were divided over whether to back a provisional government made up of Iraqi exiles or adopt the model that ultimately was adopted, the Iraqi Governing Council, made up of members from a broad range of ethnic and religious backgrounds. The group presented both options.

The transparency and anticorruption working group warned that ''actions regarding anticorruption must start immediately; it cannot wait until the legal, legislative and executive systems are reformed.''

The economy and infrastructure working group warned of the deep investments needed to repair Iraq's water, electrical and sewage systems. The free media working group noted the potential to use Iraq's television and radio capabilities to promote the goals of a post-Hussein Iraq, an aim many critics say the occupation has fumbled so far.

Encouraging Iraqis to emerge from three decades of dictatorship and embrace a vibrant civil society including labor unions, artist guilds and professional associations, could be more difficult than anticipated, the civil society capacity buildup working group cautioned: ''The people's main concern has become basic survival and not building their civil society.''

The groups' ideas may not have been fully incorporated before the war, but they are getting a closer look now. Many of the Iraqi ministers are graduates of the working groups, and have brought that experience with them. Since last spring, new arrivals to Mr. Bremer's staff in Baghdad have received a CD-ROM version of the State Department's 13-volume work. ''It's our bible coming out here,'' said one senior official in Baghdad.

So not only did the former administration manipulate us into an unnecessary war but they ignored the trouble which would result after the removal of Saddam Hussein and failed to plan for worse case circumstances.

I could never disagree with all of the outstanding Democrats below. I know they are all highly intelligent and have access to many sources outside the government.

The consensus on which Bush relied was not born in his own administration. In fact, it was first fully formed in the Clinton administration. Here is Clinton himself, speaking in 1998:

Here is his Secretary of State Madeline Albright, also speaking in 1998:


Iraq is a long way from [the USA], but what happens there matters a great deal here. For the risk that the leaders of a rogue state will use nuclear, chemical, or biological weapons against us or our allies is the greatest security threat we face.

Here is Sandy Berger, Clinton’s National Security Adviser, who chimed in at the same time with this flat-out assertion about Saddam:


He will use those weapons of mass destruction again, as he has ten times since 1983.

Finally, Clinton’s Secretary of Defense, William Cohen, was so sure Saddam had stockpiles of WMD that he remained “absolutely convinced” of it even after our failure to find them in the wake of the invasion in March 2003.

Nor did leading Democrats in Congress entertain any doubts on this score. A few months after Clinton and his people made the statements I have just quoted, a group of Democratic Senators, including such liberals as Carl Levin, Tom Daschle, and John Kerry, urged the President


to take necessary actions (including, if appropriate, air and missile strikes on suspect Iraqi sites) to respond effectively to the threat posed by Iraq’s refusal to end its weapons-of-mass-destruction programs.

Nancy Pelosi, the future leader of the Democrats in the House, and then a member of the House Intelligence Committee, added her voice to the chorus:


Saddam Hussein has been engaged in the development of weapons-of-mass-destruction technology, which is a threat to countries in the region, and he has made a mockery of the weapons inspection process.

This Democratic drumbeat continued and even intensified when Bush succeeded Clinton in 2001, and it featured many who would later pretend to have been deceived by the Bush White House. In a letter to the new President, a number of Senators led by Bob Graham declared:


There is no doubt that . . . Saddam Hussein has invigorated his weapons programs. Reports indicate that biological, chemical, and nuclear programs continue apace and may be back to pre-Gulf war status. In addition, Saddam continues to redefine delivery systems and is doubtless using the cover of a licit missile program to develop longer-range missiles that will threaten the United States and our allies.

Senator Carl Levin also reaffirmed for Bush’s benefit what he had told Clinton some years earlier:


Saddam Hussein is a tyrant and a threat to the peace and stability of the region. He has ignored the mandate of the United Nations, and is building weapons of mass destruction and the means of delivering them.

Senator Hillary Rodham Clinton agreed, speaking in October 2002:


In the four years since the inspectors left, intelligence reports show that Saddam Hussein has worked to rebuild his chemical- and biological-weapons stock, his missile-delivery capability, and his nuclear program. He has also given aid, comfort, and sanctuary to terrorists, including al-Qaeda members.

Senator Jay Rockefeller, vice chairman of the Senate Intelligence Committee, agreed as well:


There is unmistakable evidence that Saddam Hussein is working aggressively to develop nuclear weapons and will likely have nuclear weapons within the next five years. . . . We also should remember we have always underestimated the progress Saddam has made in development of weapons of mass destruction.

Even more striking were the sentiments of Bush’s opponents in his two campaigns for the presidency. Thus Al Gore in September 2002:


We know that [Saddam] has stored secret supplies of biological and chemical weapons throughout his country.

And here is Gore again, in that same year:


Iraq’s search for weapons of mass destruction has proven impossible to deter, and we should assume that it will continue for as long as Saddam is in power.

Now to John Kerry, also speaking in 2002:


I will be voting to give the President of the United States the authority to use force"if necessary"to disarm Saddam Hussein because I believe that a deadly arsenal of weapons of mass destruction in his hands is a real and grave threat to our security.


Perhaps most startling of all, given the rhetoric that they would later employ against Bush after the invasion of Iraq, are statements made by Senators Ted Kennedy and Robert Byrd, also in 2002:


Kennedy: We have known for many years that Saddam Hussein is seeking and developing weapons of mass destruction.

Byrd: The last UN weapons inspectors left Iraq in October of 1998. We are confident that Saddam Hussein retains some stockpiles of chemical and biological weapons, and that he has since embarked on a crash course to build up his chemical- and biological-warfare capabilities. Intelligence reports indicate that he is seeking nuclear weapons.

[t]his case is bigger than the leak of classified information. It is about how the Bush White House manufactured and manipulated intelligence in order to bolster its case for the war in Iraq and to discredit anyone who dared to challenge the President.

Yet even stipulating"which I do only for the sake of argument"that no weapons of mass destruction existed in Iraq in the period leading up to the invasion, it defies all reason to think that Bush was lying when he asserted that they did. To lie means to say something one knows to be false. But it is as close to certainty as we can get that Bush believed in the truth of what he was saying about WMD in Iraq.

How indeed could it have been otherwise? George Tenet, his own CIA director, assured him that the case was “a slam dunk.” This phrase would later become notorious, but in using it, Tenet had the backing of all fifteen agencies involved in gathering intelligence for the United States. In the National Intelligence Estimate (NIE) of 2002, where their collective views were summarized, one of the conclusions offered with “high confidence” was that


Iraq is continuing, and in some areas expanding its chemical, biological, nuclear, and missile programs contrary to UN resolutions.

The intelligence agencies of Britain, Germany, Russia, China, Israel, and"yes"France all agreed with this judgment. And even Hans Blix"who headed the UN team of inspectors trying to determine whether Saddam had complied with the demands of the Security Council that he get rid of the weapons of mass destruction he was known to have had in the past"lent further credibility to the case in a report he issued only a few months before the invasion:


The discovery of a number of 122-mm chemical rocket warheads in a bunker at a storage depot 170 km southwest of Baghdad was much publicized. This was a relatively new bunker, and therefore the rockets must have been moved there in the past few years, at a time when Iraq should not have had such munitions. . . . They could also be the tip of a submerged iceberg. The discovery of a few rockets does not resolve but rather points to the issue of several thousands of chemical rockets that are unaccounted for.

Blix now claims that he was only being “cautious” here, but if, as he now also adds, the Bush administration “misled itself” in interpreting the evidence before it, he at the very least lent it a helping hand.


So, once again, did the British, the French, and the Germans, all of whom signed on in advance to Secretary of State Colin Powell’s reading of the satellite photos he presented to the UN in the period leading up to the invasion. Powell himself and his chief of staff, Lawrence Wilkerson, now feel that this speech was the low point of his tenure as Secretary of State. But Wilkerson (in the process of a vicious attack on the President, the Vice President, and the Secretary of Defense for getting us into Iraq) is forced to acknowledge that the Bush administration did not lack for company in interpreting the available evidence as it did:


I can’t tell you why the French, the Germans, the Brits, and us thought that most of the material, if not all of it, that we presented at the UN on 5 February 2003 was the truth. I can’t. I’ve wrestled with it. [But] when you see a satellite photograph of all the signs of the chemical-weapons ASP"Ammunition Supply Point"with chemical weapons, and you match all those signs with your matrix on what should show a chemical ASP, and they’re there, you have to conclude that it’s a chemical ASP, especially when you see the next satellite photograph which shows the UN inspectors wheeling in their white vehicles with black markings on them to that same ASP, and everything is changed, everything is clean. . . . But George [Tenet] was convinced, John McLaughlin [Tenet’s deputy] was convinced, that what we were presented [for Powell’s UN speech] was accurate.

Going on to shoot down a widespread impression, Wilkerson informs us that even the State Department’s Bureau of Intelligence and Research (INR) was convinced:


People say, well, INR dissented. That’s a bunch of bull. INR dissented that the nuclear program was up and running. That’s all INR dissented on. They were right there with the chems and the bios.

In explaining its dissent on Iraq’s nuclear program, the INR had, as stated in the NIE of 2002, expressed doubt about


Iraq’s efforts to acquire aluminum tubes [which are] central to the argument that Baghdad is reconstituting its nuclear-weapons program. . . . INR is not persuaded that the tubes in question are intended for use as centrifuge rotors . . . in Iraq’s nuclear-weapons program.

But, according to Wilkerson,


The French came in in the middle of my deliberations at the CIA and said, we have just spun aluminum tubes, and by God, we did it to this RPM, et cetera, et cetera, and it was all, you know, proof positive that the aluminum tubes were not for mortar casings or artillery casings, they were for centrifuges. Otherwise, why would you have such exquisite instruments?

In short, and whether or not it included the secret heart of Hans Blix, “the consensus of the intelligence community,” as Wilkerson puts it, “was overwhelming” in the period leading up to the invasion of Iraq that Saddam definitely had an arsenal of chemical and biological weapons, and that he was also in all probability well on the way to rebuilding the nuclear capability that the Israelis had damaged by bombing the Osirak reactor in 1981.

Additional confirmation of this latter point comes from Kenneth Pollack, who served in the National Security Council under Clinton. “In the late spring of 2002,” Pollack has written,

I participated in a Washington meeting about Iraqi WMD. Those present included nearly twenty former inspectors from the United Nations Special Commission (UNSCOM), the force established in 1991 to oversee the elimination of WMD in Iraq. One of the senior people put a question to the group: did anyone in the room doubt that Iraq was currently operating a secret centrifuge plant? No one did. Three people added that they believed Iraq was also operating a secret calutron plant (a facility for separating uranium isotopes).

No wonder, then, that another conclusion the NIE of 2002 reached with “high confidence” was that


Iraq could make a nuclear weapon in months to a year once it acquires sufficient weapons-grade fissile material. 1

I have left links which proved the Bush administration had dissenting views which they willfully ignored and only went with the views it wanted in order to justify their desire to invade Iraq. In this manner they misled the American public by not disclosing those doubts when they were disclosing the views they wanted. The administration was also in possession of intelligence which were in direct opposition to their claims but they presented their facts as indisputable facts which was not the case, in this way they knowingly mislead the American people by not disclosing the fact the intelligence was in dispute or even outright in opposition. Moreover, they did create a way to manipulate intelligence by creating a special agency I left a link to that earlier.

Also in another previous post you cited the senate investigation of pre-war intelligence as some kind of proof of something. I don't give a whole lot of credence to senate investigations since the lot of them or partisan by nature, but since you do:

Ø Statements by the President and Vice President prior to the October 2002 National Intelligence Estimate regarding Iraq’s chemical weapons production capability and activities did not reflect the intelligence community’s uncertainties as to whether such production was ongoing.

Ø The Secretary of Defense’s statement that the Iraqi government operated underground WMD facilities that were not vulnerable to conventional airstrikes because they were underground and deeply buried was not substantiated by available intelligence information.

Ø The Intelligence Community did not confirm that Muhammad Atta met an Iraqi intelligence officer in Prague in 2001 as the Vice President repeatedly claimed.


Additionally, the Committee issued a report on the Intelligence Activities Relating to Iraq conducted by the Policy Counterterrorism Evaluation Group and the Office of Special Plans within the Office of the Under Secretary of Defense for Policy. The report found that the clandestine meetings between Pentagon officials and Iranians in Rome and Paris were inappropriate and mishandled from beginning to end. Deputy National Security Advisor Steve Hadley and Deputy Secretary Paul Wolfowitz failed to keep the Intelligence Community and the State Department appropriately informed about the meetings. The involvement of Manucher Ghobanifer and Michael Ledeen in the meetings was inappropriate. Potentially important information collected during the meetings was withheld from intelligence agencies by Pentagon officials. Finally, senior Defense Department officials cut short internal investigations of the meetings and failed to implement the recommendations of their own counterintelligence experts.

Today’s reports are the culmination of efforts that began in March 2003, when, as Vice Chairman, Senator Rockefeller initially requested an investigation into the origin of the fraudulent Niger documents. In June 2003, he was joined by all Democrats on the Committee in pushing for a full investigation into prewar intelligence, which was eventually expanded by the Committee in February 2004 to include the five phase II tasks.

The Committee released its first report on July 9, 2004, which focused primarily on the Intelligence Community’s prewar assessments of Iraq’s weapons of mass destruction programs and links to terrorism. Those findings helped lay the foundation for some of the intelligence reforms enacted into law in late 2004.

In September 2006, the Committee completed and publicly released two sections of Phase II: The Use by the Intelligence Community of Information Provided by the Iraqi National Congress; and Postwar Findings About Iraq’s WMD Programs and Links to Terrorism and How They Compare with Prewar Assessments.

In May 2007, the Committee released the third section of Phase II: Prewar Intelligence Assessments About Postwar Iraq.

Separately, in early 2007, the Pentagon Inspector General released its own report on the intelligence activities conducted by the Office of the Undersecretary of Defense for Policy and also concluded that those activities were inappropriate.


As for Hans Blix, it is pretty well known that at the time of the invasion there was no evidence to many of the claims the administration made and the inspections were still ongoing though they had to cut it short because of Bush decision to go ahead and invade before the inspections were completed. The inspections should have been allowed to continue and we should have continued with all of our focus and efforts on fighting the enemy which did attack us on 9/11 instead of allowing them to regroup and become stronger because we were diverted to Iraq because it had "more targets." I could never disagree with all of the outstanding Democrats below.





The consensus on which Bush relied was not born in his own administration. In fact, it was first fully formed in the Clinton administration. Here is Clinton himself, speaking in 1998:


If Saddam rejects peace and we have to use force, our purpose is clear. We want to seriously diminish the threat posed by Iraq’s weapons-of-mass-destruction program.

Here is his Secretary of State Madeline Albright, also speaking in 1998:


Iraq is a long way from [the USA], but what happens there matters a great deal here. For the risk that the leaders of a rogue state will use nuclear, chemical, or biological weapons against us or our allies is the greatest security threat we face.

Here is Sandy Berger, Clinton’s National Security Adviser, who chimed in at the same time with this flat-out assertion about Saddam:


He will use those weapons of mass destruction again, as he has ten times since 1983.

Finally, Clinton’s Secretary of Defense, William Cohen, was so sure Saddam had stockpiles of WMD that he remained “absolutely convinced” of it even after our failure to find them in the wake of the invasion in March 2003.

Nor did leading Democrats in Congress entertain any doubts on this score. A few months after Clinton and his people made the statements I have just quoted, a group of Democratic Senators, including such liberals as Carl Levin, Tom Daschle, and John Kerry, urged the President


to take necessary actions (including, if appropriate, air and missile strikes on suspect Iraqi sites) to respond effectively to the threat posed by Iraq’s refusal to end its weapons-of-mass-destruction programs.

Nancy Pelosi, the future leader of the Democrats in the House, and then a member of the House Intelligence Committee, added her voice to the chorus:


Saddam Hussein has been engaged in the development of weapons-of-mass-destruction technology, which is a threat to countries in the region, and he has made a mockery of the weapons inspection process.

This Democratic drumbeat continued and even intensified when Bush succeeded Clinton in 2001, and it featured many who would later pretend to have been deceived by the Bush White House. In a letter to the new President, a number of Senators led by Bob Graham declared:

No-Merry Andrew--Repeating myself does not make my arguments more stronger or compelling but I realize:

l. That many people, especially those on the left, have reading problems( Dyslexia is a typical example--Dyslexic- you know) so he could not finish an entire post in one read.
