I'd like to set up a wifi network in my restaurant, but I'd prefer to not use one of the big companies like ATT or Verizon. I'm sure there are some smaller and better companies offering wifi access, aren't there?

If you just want to provide wireless access can't you use any internet connection and a wi-fi router?
