What do you need? Creation of the site? Or hosting?
You can create the site for free using a variety of tools, depending on your knowledge of how to do so. There are even free online HTML editors (e.g.
http://www.online-html-editor.de/index_en.php).
As for hosting, there are a number of free hosts, but most put ads on the sites, I don't believe Google Sites (http://sites.google.com) does.
But you can get hosting very cheaply (under $5/month) if you don't want to deal with any free host restrictions.
