What is the meaning of this symbol next to "My Topics", etc?

Tomkitten, here is a background thread on the thumbs up and down "buttons" - which occur for both threads and individual posts within threads.

Personally, I use the thread thumbs as an interest indicator and kind of a "clean up" of my list of threads to view.
I use the individual post thumbs, when I do, to thumb up a well expressed point of view, or, much less often, to not have to look at a super rude one.

There have been some modifications since that thread. (Yep, and intrepid posted about one of them.)

Because voting down collapses a post or topic for a user there was more motivation to use the voting down than voting up. Now users who respond to a topic or post automatically vote it up (as long as they haven’t already voted, and the vote can be changed at any time) and the topic and post ratings better reflect what topics and posts the community found interesting enough to respond to.
