How does salt helps as a de-icer?

In winter season most of the raods and highways are applied with salt .Is there any chemical properties which helps in de-icing. Is there any specific type of salt used and are there any proportion of salt to ice.Does the salt dissolve when the ice melts. The salt helps only on roads or any hard surface.
