Loosely translated it means "A Hedge of Flowers Hamlet" In other words, someone just wanted something that sounded French so they did this.

You're a little too loose, Nick. I think it means "A Flowering Hedge of the Hamlet" (or village). It's meant to invoke those mixed hedgerows of flowering plants that border the roads of so many a French town.
