This has sent mixed signals to North Korea, Iran and other nations with the technical knowledge to create nuclear weapons. The currently proposed agreement with India compounds this challenge and further undermines the global pact for restraint represented by the nuclear nonproliferation regime.

What does "regime" refer to here? any country or a group of countries which have signed the NPT?

This meaning of 'regime' is different than the one that Rama has noted.

I have no conflict with your views sir.
Regime change is a new found Bush English.
I can cut and paste from so many sources .
But I stand for correction Regime CHANGE will never occur in USA.
Change of faces to ruin, loot, torture, dehumanize, butcher, rape will occur.
My English is not that perfect but my views and civil courage is enough to face the world.
