Do you want people who design computers? People who design software? People who design integrated circuits?

I want info on the regulations, norms and codes(dress code, etc) of computer engineering

That's going to be determined mostly by the company for which one works .

and which company can i get this info from online

I work in Massachusetts in the USA.

Here companies generally require a BS in Computer Science or some closely
related discipline.

Norms and regulations mostly pertain to protecting competitive information,
adhering to technical standards, and ethical behavior in general.

As for dress code, computer engineers are a casual lot and most companies
expect little beyond what is required for common decency.
