Can you rest by lying down on your back or is that bad for your heart?

After getting your heart rate to a high level, it is not a good idea to relax all at once. Let your heart rate come down gradually, before you lie down. Walk around for a bit, before you rest.

@Primotivo,
After running, best to walk around a little. Sitting/laying won't be as good on your lungs as standing will.
